The NG9-1-1 Institute hosts the Annual 911 Honor Awards Reception to recognize and celebrate the heroes and leaders of the 911 and emergency response community. The Co-Chairs of the Congressional NextGen 9-1-1 Caucus, other Members of Congress, and federal government leaders are invited to attend and to present these awards to 911 and emergency response professionals and government leaders from across the United States.

2023 Awardees
Citizen in Action
Miracle Moore, child (Jennings, Missouri)
This award recognizes an individual of any age or group (more than one person) who demonstrated exceptional bravery and heroism to respond in a critical time using 911. This award honors a citizen who has taken the initiative to help in a crisis.
Government Leader
Cheryl Kagan, State Senator - Maryland
This award recognizes the elected or appointed Federal, State, or Local Government Leader (including state 911 coordinators) that has displayed significant dedication and leadership in advancing the 911 system. Specific efforts to enable the deployment of NG911 systems will be considered. Note, with the exception of state 911 coordinators, public sector 911 professionals will not be considered in this category.
Public Safety Professional
(Dual Recipients) Lorena De La Torre, Miami-Dade Police Department / Ana De Guzman, Orange County Sheriff's Office
This award recognizes a 911 professional from the public sector for their leadership, professionalism, initiative, creativity, and diligence, in assisting a person reporting and/or experiencing an emergency situation or solving a critical 911 issue.
Industry Professional
(Dual Recipients) Apple / Jackie Mines, Mission Critical Partners
This award recognizes a 911 industry professional for their leadership, professionalism, initiative, creativity, and diligence, in solving a critical 911 issue, with a particular emphasis on those whose efforts have advanced NG911
Outstanding Call Center
Jefferson County Communications Center Authority, Colorado
This award recognizes a 911 call center for overall excellence in serving the public including the handling of emergency situations reported to 911 and the deployment and management of new technology. Also, this award recognizes a state or regional 911 program for excellence in serving the public including the handling of emergency situations and the deployment and management of new technology.
NG911 Awareness
Kristin McKinney, North Central Texas 9-1-1
This award recognizes an individual, organization, company, media outlet, program, or any other effort(s) to coordinate and promote education and awareness for NG911, the appropriate use of the 9-1-1 system, or the transition to a Next Gen 911 system. It also may include person(s) involved in other areas such as press/media/entertainment that assist in promoting and improving the understanding of emergency communications.
Carla Anderson “Heart of 911” Award
Chris Fischer, Seattle 911
Presented in memory of the NG9-1-1 Institute’s former Executive Director, Carla Anderson. Recognizes an individual or organization whose contribution to public safety mirrors the passion and commitment demonstrated by Carla for 9-1-1.
